CAMP BGEN OSCAR M FLORENDO, La Union – Police Regional Office 1 was officially conferred as the first institutionalized PNP unit under the PNP Performance Governance System at the National Headquarters, Camp BGen Rafael T. Crame, Quezon City last Sept. 28.
The conferment was officiated by the 24th Chief of the Philippine National Police, Police General Camilo Pancratius P. Cascolan during the Awarding of PNP Personnel and Conferment of Performance Governance System Institutionalization Status of PRO1 coinciding with the Monday flag-raising ceremony.
PRO1 was also awarded with a “Silver Eagle Award” for garnering a total rating of 94.6 percent during the Institutionalization Evaluation Process.
The PNP Performance Governance System has four stages that include initiation, compliance, proficiency and institutionalization with the end-purpose of addressing organizational dysfunctions identified by studies and improve the quality of the delivery of police services in the country.
It also aims to strengthen law enforcement capabilities and to enhance the welfareand benefits of PNP personnel.
Police Regional Office 1 accelerates on its PGS journey with the zeal of genuine transformation and became aconsistent awardee along with the leadership and supervision of its Regional Directors all through the time, said Lt Col. Winnie de Vera, regional public information officer.
During the initiation stage, PRO1 under the leadership of former Regional Director, Police Director Moro VirgilioM Lazo fulfilled the initial requirements of the PNP PGS and was awarded with a “Silver Eagle Award” with a rating of 92.49%. PRO1’s program thrusts and initiatives inspired by the seal of good governance immediately resulted in the completion of the PGS Compliance Stage under the leadership of former Regional Director, Police Director Roman A Felix and conferred with another “Silver Eagle Award” for garnering an overall rating of 92.87 percent.
On August 14, 2017, PRO1 under the leadership of former Regional Director, Police Chief Superintendent Charlo C. Collado was awarded with the “Gold Eagle Award” for garnering a rating of 97.27% in fulfilling the Proficiency Stage of the PNP PRO1 Peace and Order Agenda for Transformation and Upholding of the Rule of Law (P.A.T.R.O.L.) Plan 2030.
On October 18, 2019, PRO1 was the first ever PNP Unit to undergo the Institutionalization Evaluation Process (IEP) and successfully hurdled towards the PGS Unit Revalida Reporting.
In the institutionalization process, impact evaluation on leadership and governance, performance evaluation system, corporate culture, and core processes are being conducted focusing on the alignment of activities, projects and initiatives to the strategy and its breakthrough results.
PRO1 made significant breakthrough results in its crime prevention and solution efforts which include crime volume reduction particularly in the Average Monthly Index Crime Rate (AMCR) thru PULIS CART (Community Assistance and Referral Team) and increase in Crime Clearance and Solution Efficiencies thru KIMAT (Keen Investigation and Monitoring Action Team).
There is also an increase in Regional Safety, Respect and Trust Indices. This is attributed to the enhancedcrime prevention efforts particularly the PACDAAR, which resulted in the creation of Advocacy Film “Men in Uniform” through the Memorandum of Agreement with our partners in the community. This project ensued theprocurement of ICT equipment for the information advocacies of PRO1 and airing of the PRO1 Milestones for PGS Institutionalization in GMA NewsTV free of Charge.
PRO1 top cop, Police Brigadier General Rodolfo S Azurin, Jr. expressed his gratitude for this remarkable achievement and considers this as a great stride in thePRO1’s transformation journey.
“I proudly share this milestone with every personnel of PRO1 who worked very hard to make this transformation a reality for Region 1 police.
This is indeed an additional sort of inspiration for PRO1 to further invigorate the commitment for a highly capable, effective and credible police service,” he said.
PBGen Azurin also thanked the former PRO1 Regional Director, Police Brigadier General Joel S Orduña who led PRO1 during the Institutionalization Evaluation Process and recognized his efforts in the reinforcementof operational readiness, morale and welfare of PRO1 personnel as well as the intensified stakeholder collaboration in the region.
Meanwhile, the Regional Director extended his gratitude to the Regional Advisory Council chaired by Miss Daisy A Sayangda for their support and contribution to PRO1 and vowed to continue what PRO1 has started and will strengthen the PNP’s resolve to fight criminality and ensure the safety of the community.
“We will accelerate as an institutionalized organization towards the legacy of lasting peace and order that is embedded in our progress-driven initiatives. We will walk the extra mile to strive and work hard in support to our PNP Peace and Order Agenda for Transformation and Upholding of the Rule of Law (PNP Patrol PLAN 2030),” he averred.
